The “monsters” are mentally ill, suffer from some other kind of brain damage, and/or have suffered severe emotional trauma and lack natural resilience. Monsters don’t just happen for no reason.
Indeed, and instead of helping them, we (at least the U.S.) throw them in a cell, and leave them untreated, so that the condition gets worse. Instead of truly attempting to rehabilitate people, we find it much more profitable to use them as a source of income, especially private prisons, which is something I consider obscene and vile all around.
